A milled reciever is a reciever that's shaped, drilled, and cut into shape. A stamped reciever is sheet steel that is stamped into form, kind of like how cars are made. A milled reciever is more solid and durable than a stamped one but heavier and more expensive as well. To tell you the truth, there's no difference as far as function/reliability.
